Resumo: This paper discusses the conceptions of development and education of the Inter-American Institute for Cooperation on Agriculture - IICA, developed from the 2000s, for Brazilian rural areas. Using the investigation and analysis of documents produced by the Institute, in specific, on the Sustainable Rural Development Series - SDRS, we extract the data from reality - categories - which enabled us seize the actual movement of the researched object. The IICA, belongs to Organization of American States - OEA, stands out in Latin America and the Caribbean, as an International Organization Specializing in Agriculture and responsible, in Brazil, for 9 % of the Technical Cooperation received by country. Through Technical Cooperation provided, the Institute materializes in projects, programs and policies the Brazilian Federal Government their conceptions of development and education oriented maintenance of American model of capitalist sociability. The IICA develops and disseminates the country a conception Sustainable Rural Development withTerritorial Focus, focused to small farms, as a way of to break the workers' struggle in the field, away any discussion on the horizon of Land Reform in the country. To power this conception of development, the Institute works with a conception of education non-formal and informal: the training. Understood as the remedy for all problems economic and social Brazilian rural, the aims of education iicaiana, “poverty alleviation” on one side and the other, ensure the “sustainability” capitalist. Two speeches of Institute reveal, through its slogans, the strategy delegated to education: to constitute the Panacea of a “new countryside”, in Brazil e and in Latin America and the Caribbean. Through training offered to small rural farmers, the Institute contributes to forge the idea that education should provide the raw materials essential to economic development: human capital and social capital.
