This research had as study object the practice of voluntary contribution, which consists of monthly donation of money by students’ parents of the schools of the municipal education network in Irati town, State of Paraná. According to information, donation amount is not stipulated by the school and it is not a n obligation. The research had as general objective investigating the voluntary donation by parents to the municipal schools of Irati – PR, in the current context of financing policies for Basic Education in Brazil. The study was guided by method of historical-dialectical materialism because it is understood as a reflection of the conception of the world and society that is not neutral and a-historical. The perspective by Gramsci was followed to understand the category of State. However, authors who have dedicated to study the institution of the Brazilian State were also used to meditate on its specificities and interferences on formulation of financial policies for Basic Education in Brazil. Official websites were visited for data survey on the social-economical and educational profile at national, state, and municipal levels. Other searches were performed in digital platforms with information on public resources addressed to the municipal education network. As a research field technique, an interview with school Community members and representatives of public institution was carried out in order to understand the study object. The research is structured in three chapters. The first one approaches the financial policies in municipal education networks, highlighting Irati town. The second chapter detaches academic production on financial policies, especially the voluntary donation in municipal networks. The third one focus on voluntary donation in the municipal network of Irati, detaching the viewpoints and positionings by the school community. At finishing the work, the conclusion is that the practice is constituted as something indispensable for municipal schools’ maintenance, because of the lack of responsibility process by the Brazilian, which is intentionally inefficient in the current contest of financial policies for Basic Education. Voluntary donation practice exists from the early nineteenth century, receiving different names and constitution. However, it was resumed in the current context before the lack of commitment by the public authorities to the area of public education. It is constituted a designed by normative documents, permeated by the neoliberal ideology of minimal state, aimed at minimizing the performance of State in social areas and disseminating a new State model, converging with a neoliberal corporate project. |
