Resumo: This dissertation approaches the absorptive capacity into the local public management related to Innovation and Technology research from Post-graduation in Management, Professional Master’s Degree in Administration at State University of the Center-West. It was meaningful to evaluate the innovation introduction at the Council Chamber, through absorptive capacity of agents who have done courses sponsored by State Account Courthouse from Paraná. Absorptive capacity is a dynamic capacity which recognizes external knowledge value, itassimilated to existing knowledge it is going to create new knowledge applicable into organizations. Thus, the research questions if the public management courses may develop absorptive capacity on agents from public council administration to apply innovation in routines and process. It was researched agents from Council Chamber of Paraná State, who have attended witness courses, they were promoted by State Account Courthouse from Paraná, during the years 2017 and 2018. Therefore, it was aimed to analyse if the public management courses may develop absorptive capacity on agents from public management to implement innovation in routines and process. It is a descriptive research, with quantitative and survey approach, they were applied to 1.863 agents from municipal public management, with variables which searched the absorptive capacity theory from Lane, Koka and Pathak (2006). It was developed a questionnaire into Likert scale, structured with objective questions, related to external factors knowledge, absorptive capacity and innovation, the link was available at research online platform, Google Forms®, and 158 effectively answered questionnaires. Data were analysed through Excel® e Statistical Package For The Social Sciences (SPSS®) softwares to descriptive analysis, exploratory factorial and confirmatory analysis, and structures equation analysis. The perception of agents who answered about innovation and absorptive capacity is that a percentage of innovation variability explained by the research is around 62% while the percentage variability on absorptive capacity explained by the research is around 50%, after have done courses promoted by State Account Courthouse from Paraná. It was recognized the absorptive capacity development on public agent to apply routines and process innovation, related to regularities of Annual Account Rendering. The courthouse, beyond being inspector, is able to train its agents, and the research conclusion helped to reduce a theory gap about absorptive capacity at the municipal public management. As practical contribution to State Account Courthouse from Paraná and to Council Chamber which invest on public agents improvement, it was verified if the explanation about variability around 50% of absorptive capacity when agents have participated in trainings. Finally, a satisfied conclusion about this research, the public institutions may keep invest in capacitation, because there is confirmation that investment in external knowledge, especially those offered by Account Courthouse, are valuable on good practical dimensions to routines and process, mainly the ones which allow the accounts authorizations and irregularities prevention.
