Although observatories are a recent phenomenon in Brazil, their initiatives and struc-tures have existed since the 1970s and are widespread in Europe and the Americas. Its emergence was motivated by the need to systematize different sources of infor-mation and to provide a global source of information on a particular theme or sector of activity, and its role was supported by the need to generate subsidies to the decision-making process. It is considered an observatory as a place, properly equipped with human and technological resources, to make observations and follow certain phenom-ena, disseminating information and serving a purpose. In the case under investigation, the observed phenomena refer to transportation and logistics. Transportation and lo-gistics observatories act as facilitators in the delivery of a global and transversal vision of the sector, providing support to the decision-making process, collecting and struc-turing data and information in databases and information systems, investigating and analyzing phenomena, producing indicators, monitoring and monitoring sector perfor-mance and evolution, establishing and articulating networks of partnerships, and in-forming and disseminating results of their studies and analyzes. By means of a biblio-graphic research and a documentary analysis, the state of knowledge of observatory structures was described. It was identified how the transportation and logistics ob-servatories arised and also presented guidelines for a conceptual model aiming at structuring this type of observatory. A case study on road safety was also carried out. It was possible to identify that observatories can be considered powerful tools for public management, capable of increasing knowledge about social changes and presenting subsidies for decisions that promote interventions in the context of public policies. |
