In response to the worldwide economic inequality, another form of economic organization has been developed in the social and economic context all around the world, including in Brazil. Such organization started to become evident in the end of last century, being known as the Solidarity Economy which promotes a phenomenon of social and economic inclusion among workers through Solidarity Economy Enterprises. The SEE was spread all over Brazil territory especially in the late 1990 s. Nowadays, there is a significant number of workers that are equally and democratically organised through the Solidarity Economy Enterprises. The main aim of this research is to analyse one form of SEE, the Community Banks, as well as to analyse their efficiency in terms of social territorial development and how this tool can be served as strategy for public politics and territory planning. This study has identified the necessary adjustments, features and potentiality in a territory for the implementation of a Community Bank. This scientific study has also aimed at the understanding of local public politics factors that influence or lead to the territorial development where this social technology is present. The research started in March of 2010 with the preliminary stage of bibliographical survey on the related topic of this dissertation. In December of 2010, a field research was carried out in order to analyse one Community Bank in São Paulo city. The research is based on quantitative and qualitative methodology with the raising and evaluation of variables, information, bibliographic data and empirical study in two territories that have Community Banks Banco União Sampaio in Jardim Maria Sampaio in the city of São Paulo/SP and Banco Palmas in Conjunto Palmeiras in the city of Fortaleza/CE. Concerning the products, it was possible to obtain results of the implementation, the adaptations and the public politics for the Community Banks in the Brazilian territory, as well as the verification of the possible social development in the territories concerned. |
