Resumo: Issues related to urban organization and management in Brazil have always been discussed, and major attempts to systematize territorial organization have been carried out over the past few decades. However, only in 2001, the Ministry of Cities obligatorily granted the elaboration of Master Plans (PD), with Law 10.257 / 2001, to municipalities above twenty thousand inhabitants. Among these DPs, there is a tool of great relevance for the sustainable management of cities: the Neighborhood Impact Study, a study on the impact that the enterprises undertaken in the region, is an important importance for a discussion about these relationships and these factors in both in the present and in the future. However, the cartographic material used in recording reports is often insufficient for carrying out concrete and specific analyzes on the impacts of the undertakings, if making the necessary use of new tools to use these images. In this sense, as Remotely Piloted Aircraft are an alternative to aerophotogrammetric survey, due to their low financial cost and operational ease, in addition to the high precision of the images. In this context, the main objective of this dissertation is the presentation of new aerophotogrammetric survey tools and their products generated for an observation of the impacts of the Shopping Passeio project, located in the municipality of São Carlos (SP), with analysis of its Study Report of Visualization Impact, elaboration of cartographic materials related to land use and post-occupation of the region in 2019. For that, land use maps in addition to elaborated geoprocessing software, with the possibility of analyzing the land use and occupation of the region, analyzing the EIV of the enterprise and the current occupation of the area. It is possible to conclude that, although not very comprehensive, report 10.522 / 2013, referring to Shopping Passeio's EIV is in accordance with the procedure adopted in municipal laws, such as land uses within the area of direct influence of the enterprise, which follows the Law of Urban Zoning of São Carlos. However, the cartographic material presented in the report is inconsistent, as well as the difficulty in gaining access to its own, going against the extensions of Law 10.257 / 2001. Thus, the dissertation aims to present new tools to assist the management of urban planning, with emphasis on importance and spatial organization.
