Resumo: This dissertation discusses the middle level social workers' training for the social welfare policy before they begin their careers. The issue arose as a proposal for the study from the implementation of the National Policy for Social Assistance - PNAS (2004), which redefines Social Assistance from new dictates, affects all Brazilian municipalities, and brings significant changes to the area. The first challenge to consolidating the policy goes through gaining an understanding of its fundamentals. To do so, the discussion centers on the importance of qualifying service provision by qualifying the social worker, who is the agent of such work. The study specifies the middle level social worker who enters the area lacking the training needed for professional performance, given the almost nil offering of technical vocational professional training courses available on how to perform under the social welfare policy. There is a mismatch between the supply of social protection that has been being provided by means of social assistance services and the professional qualification demanded by the Basic Operational Rule in Human Resources - NOB / RH (2006), which defines teams. Under the rule, teams should comprise higher level, middle level and elementary level professionals, and assignments are defined for each level. The gap insofar as middle level professionals are concerned is characterized by the fact that the rule suggests that such professionals should have ""specific skills"" to do the work, but does not suggest a given vocational training. This leads to a lack of professional training and issues concerning performing of this role under the policy. The professional experience acquired at the Department of Social Welfare and Development of the Municipality of Guarujá - SEDEAS shows that there are too many deviations in the roles of the social worker performing a middle level function connected to the provision of care. The dissertation aims to analyze the training provided to middle level social workers prior to their entering the career and to suggest a path for qualification in middle level technical education. To achieve this, it presents the social welfare policy and its legal frameworks, rescuing the history of the social worker in relation to the concept of habitus. The study is based on the concept of Pierre Bourdieu (1974, 2011) and of authors who analyze him, as it is understood that the changes introduced by the National Policy for Social Welfare - PNAS (2004) should ensure a break away from the paradigm there is between a conservative social assistance (philanthropic, charitable) and one that ensures access to social assistance rights (emancipatory). It summarizes the educational policy focused on the secondary school, on vocational education, and on the curriculum. The study is based on concepts drawn from Antonio Gramsci (1995) and authors who analyze him, such has Manacorda (2008), Kuenzer (1997, 2001, 2006), Oliveira (2002), and Zibas (2005), who address the work as an educational and polytechnic principle that highlights the expanded role education plays in people's life projects. We also spoke about the public policies in question, analyzing Arretche, Ball, and Mèszaros. The qualitative approach was used to conduct the research with the social workers (workers and service coordinators) in order to get to know the conceptions these research subjects have about the social assistance policy and to understand the social workers' behavior from their perspectives regarding the work done in its natural context (Bodgan, 1994). The findings suggest the career in social assistance, the need for a continuous education process, and service qualification from the professional profile required to perform middle level duties.
