The evaluation of reading and writing skills is fundamental in the educational, clinical and scientific community. It is necessary to validate the instrument used to assess these skills and to standardize it for the population to which it refers. In the Brazilian scenario, there is only one screening tool that allows to evaluate the basics skills involved in school performance: reading, writing and arithmetic. The School Achievement Test (TDE) was developed to evaluate children of elementary school from first to sixth grade and can be used with reservations for the seventh and eighth grades. Since this test was created, 21 years ago, there was a restructuring of primary education curriculum, hence, TDE lies outdated when it comes to standards and content. Therefore, the present thesis presents the development process of Writing and Reading Subtests of the second edition of TDE. It is composed of two empirical studies of construction of the instruments, the first referring to the Writing Subtest and the Reading Subtest. The third study of this thesis is theoretical, presenting the main psycholinguistic criteria that influence the reading of words. In addition, it discusses the importance of controlling or manipulating these criteria when building evaluative tasks of reading, which is illustrated through the construction process of the Reading Subtest of TDE-II. This thesis was completed resulting in the Writing and Reading Subtests of TDE-II. It is expected that this instrument may be used in the educational, clinical and scientific communities.
