Especificidade da assistência social como política social pública : algumas tendências e teses em debate na produção bibliográfica

Resumo: This work configured as a master s degree in Social Service presents literature research results which it had as main purpose: to characterize and to put in doubt explanatory trends about the social welfare work specificity as public social politics in Brazil. Qualitative research based in critical-dialectical method was carried through in literature sources, which include the period from 2003 to 2008, of writers with recognized theoretical knowledge about social welfare work and protagonists in its construction as public social politics. Along explanatory trends about social welfare work specificity, it sought itself to identify and to put in doubt arguments, controversies and consensus and categorize theses respecting the theme. The results confirm specificity inexistence in social welfare work. And dilemmas are fetters to its definition. They are related and jointed aspects mainly to the social welfare work s concept and history that constitute non-specificity dilemmas. There are two great trends to guide the specificity of this politics: one assumes that it is a challenge and necessary conquest. The other trend argues that non-specificity is inherent of the social welfare work. Nearby those conceptions they identified themselves with two distinct theses about public social politics specificity of social welfare work. The first is Sposati s thesis that it considers like a necessary challenge to establish the social welfare work specificity as public social politics, it launches its proposal seated on three constitutive pillars: the social welfare work as social protection politics; the social protection net and social welfare work as a social security purveyor. The second is Pereira s thesis that understanding the social welfare work as intrinsically non-specific, it defends actions among sectors and interdisciplinary as central particularities that are inherent in this public social politics. Intention to carry out this research is to contribute to greater understanding and identification of elements that pass by and define the social welfare work today, focusing the accumulated knowledges about it.
