This study deals with the theme of the protection net for children and youth, with the overall objective of analyzing its existence and operation as a support for the Public Shelter institution. A qualitative study was conducted guided by a dialectical-critical method. Subjects that operate in different spheres of the system Guaranteeing Rights of the Child and Adolescent, at a small city located in the northern region of Rio Grande do Sul, were interviewed and an analysis of empirical data was possible by the technique of discursive textual analysis. The results evidence there is an established network. However, there are significant deficits in its operation. Among the challenges to be overcome, are the need to train workers about the latest recommendations in the area, structural improvements of the establishments and better communication mechanisms, so as to constitute, in fact, a network of protection as provided for in the Estatuto da Criança e do Adolescente.
