Resumo: This study addresses the issue of Labour, Social Service and Public Policy Social Assistance (PPAS). The overall goal was to understand the theoretical debate and operational moving on the work category and work processes that fall assistants in both ontological conception as in the intervention by the PPAS aiming to qualify debates and interventions developed in the area. It is a research-driven quantitative and qualitative method to answer critical-dialectical conception which is operationalized and how the work of social workers in PPAS in Caxias do Sul bibliographic search was performed, documentary and empirical. In the treatment of the data was carried out based on content analysis Triviños (1989). The main results the study found that there are many challenges present in the daily operation of social assistance policy, because there is the need to overcome the bias present in both the conservative and in Social Work intervention in politics. Additionally, it points to the discrepancy present theoretical formulations on the issue than meets the interventions undertaken by social workers placed in foster care. Also noteworthy is that the researchpointed out the relevance of the debate on the political dialogue of the ethical project of Social Work with social assistance policy as a strategy for skilled labor operationalized. Based on these results, we conclude that there is still much to build inorder to delineate work together on social assistance so effective it from the perspective of strengthening a democratic and universalist
