O que (não) está acontecendo : comunicação (não) pública e liderança política em tempos de pandemia : os discursos de Jair Bolsonaro no Twitter

Resumo: This research analyzes the speeches of the main political leadership in Brazil, President Jair Messias Bolsonaro, in the digital environment, during the Covid-19 pandemic, considering the dimensions of transparency, citizenship and solidarity. It also discusses how the discursive strategy shapes the style of this leadership during this period and seeks to understand political leadership, considering the dimensions mentioned. The analysis takes place from the publications on Twitter, from March 16, 2020, the date of the first confirmed death from the disease in Brazil, to August 31, 2020, when several Brazilian states begin to signal the reopening of commercial establishments and school activities. To meet the objectives, we resorted to depth hermeneutics (THOMPSON, 1995, 2002, 2011), using as strategies, in addition to bibliographic and documentary surveys (GIL, 2008), discourse analysis (ORLANDI, 2003, 2007, 2015; PÊCHEUX, 2006; FOUCAULT, 1999, 2007a, 2007b, 2008). The three dimensions, transparency, citizenship and solidarity, are analyzed based on public, governmental and political communication, anchored in the approaches of Hohlfeldt (2001, 2009, 2010, 2011), Duarte, (2011, 2014), Matos (2011, 2012), 2013, 2020), Novelli (2006), Weber (2007, 2009, 2010, 2011, 2020), Bueno (2012, 2014, 2015). Among the results found, there are characteristics of a charismatic and authoritarian leader, with speeches in which there is no space for transparency, citizenship and solidarity, in which public communication does not take place.
