The public housing policies have been adopted by the government in response to housing needs. The housing settlements - particularly those formed by apartment blocks - were and still remain in the urban environment, the form of capitalist production more utilized to meet this demand. This research aims to analyze the impacts of federal and municipal public policies on the promotion of multi families housing settlements in Pelotas, between the period POST- BNH (1987/2010 ). To achieve this purpose it was initialized the characterization of multi families housing settlements built in the municipality. For each of the moments identified at POST BNH (Transition Period -1987/2000, Implementation Period of the Arrendamento Residencial Program 2001/2008 and Implementation Period of Minha Casa Minha Vida - 2009/2010) the conduct of the Brazilian State was founded. It was analyzed the financing forms and the sources of funds used on the implementation of these policies. It was verified how the urban integration of these housing settlements occurred. And, it was investigated how the legislation and the technical specifications of the Programs focused on this production. The study sought to contribute to the analysis of how these actions interfered with the possibility of access to the Programs, to the public services and urban infrastructure and the right to housing in cities. |
