Resumo: |
The use of information and communication technologies by man originated deep changes, especially in the legal, economic and social spheres. One of these relates to the recognition of a new social model called the Information Society, whose core is equivalent to the use of information as a relevant legal asset. This is able to serve as criterion for people to be socially included and to produce knowledge, which has been the main factor in measuring the degree of technological and economic development of nations, currently. Therefore, exercise the right to information from a critical reflection as well as understand how to deal with the amount and diversity of information, has been primary function for individuals to achieve their self-determination in the electronic medium. However, for this purpose occurs it is necessary that the State acts aiming at correcting the factual inequalities in access to material and immaterial resources of that medium, especially through the holistic education of people for the use of the cited technologies, which has been a major problem in developing countries, such as Brazil. This function must be performed by the provision of public policies for digital inclusion, wich should be interpreted as a fundamental duty similar of those of other social areas. Is that education, in the way has been offered, it has not, effectively, achieved this purpose, which is why its reinvention has become a necessary and urgent measure to direct the students to "learn to learn", continuously and to awaken in them the desire to transform itself and the social reality where they live. Therefore, it is appropriate the association to its content of education in human and fundamental rights, because it is the humanization form able to educate the man of their rights and responsibilities in the use of information in digital format, allowing him to empower himself from his real citizen status. Thus, this includes new meaning to be offered for that value front the reflexes of the technological age. In this line, first of all, the path for the effective implementation of this new concept for education is related to the previous moment of their inclusion in the legal systems, because it is based on the critical theory of human rights advocated by Herrera Flores, which should be understood as a cultural product in order to be contextualized to the peculiarities of that society. Besides should use the methodology for Andragogy (Adult Education), according to which, through theoretical bases of Malcolm Knowles and Paulo Freire, has create a viable procedure to enable the realization of this fundamental right when applied to the Brazilian technological social reality, aiming at the realization of human dignity of its citizens and, therefore, one of the precepts of a Democratic State of Law. |
