This dissertation focuses on analyzing the participation of users and social control in social assistance policy, based on the work of Municipal Councils for Social Assistance in the counties of Greater São Paulo: north of Cajamar, Caieiras, Francisco Morato, Franco da Rocha and Mairiporã, which make up the Juqueri Basin Intermunicipal Consortium – CIMBAJU. Traditionally, managers and specialized technicians from the respective areas that make up the inter-municipal consortia participate in Consortia. However, the research also considers as fundamental the participation in these regional instances of subjects who daily experience the impacts of the absence/presence of services, programs and benefits of public policies in their territories, which are called "users", extending their participation to beyond the municipal scope. The research identifies the controversies about this nomenclature used in the legal provisions that govern the social assistance policy and other social policies, especially with regard to its reductionist bias, when considering the citizen as a consumer of public policies. We believe that these citizens are precisely who present the experiences of social protection demands and, at the same time, the daily struggle for access to the provisions provided for by the Brazilian state. It is in this sense that we seek to demonstrate that the representation by these "users" of the social assistance policy in instances of social control becomes increasingly crucial, both at the local and regional levels, so that, in fact, this policy incorporates their public sense and the guarantee of access and quality of its offerings, as a constitutional right |
