This thesis has the objective to study the University for All Program (PROUNI) a College Degree public politics in order to assure the access of young people to the University. Here we analyze the program under de point of view from the beneficiary students of the Pontifícia Universidade Católica de São Paulo (PUC-SP), having as a reference also the scholarship students of eight different institutions of College Degree in the capital of São Paulo State, since when we talk about public politics the beneficiary is the effective agent and have the best conditions to identify the limitations and range of the program which he/she has been benefited, in the condition the beneficiary. Since the decade of 1990, the development of the College Degree Education and the public politics of access were marked by a series of changes in the College Degree education in Brazil, being the main characteristics the privatization process in strategic sectors in the country, detaching the educational sector. In 2002, with the election of president Luis Inácio Lula da Silva, it was begun an intense debate in Brazil about the necessity of reforms in the College Degree Education. The PROUNI appears from this context to attend the demands of access to university in our country. We have adopted a qualitative approach, in order to identify the objective and subjective questions of students and to explore the different opinions about the program. For this, we use the technique of Focal Group and questionnaire. From the look of the beneficiary students of the PROUNI of PUC-SP, we have identified that they recognize the PROUNI as an excellent opportunity to access the university confirming the initial hypothesis of this research. For them even with all criticism presented, the program has served as an entry to the academic universe, till that moment so far from them. Nowadays, education is an expensive theme in Brazil, the implementation of politics that allow the young people to dream with a better future, is a challenge and stimulation to us in the struggle for more access and a better quality of the education in Brazil |
