The present thesis aims at discussing the role developed by cultural policies in the contemporary world, particularly, in the city of São Paulo. The central idea rests on the effort to comprehend in what way these policies can contribute to the rising of new values based on political participation, empowerment and respect to cultural diversity, significant elements for consolidating a political culture on a democratic basis. In a strongly authoritarian tradition country, such as Brazil, noticeable by a reality of cultural apartheid, this issue acquires an enormous meaning, opening perspectives for democratizing a cultural approach. The idea is to analyze these changes on the amplest context of cultural policy in the country demonstrating how they were built in the middle of different society projects, like national integration, populism, national development and neo-liberal insertion. The present work identifies in the anthropological concept of culture a clear sign of changes on the cultural policy recently created in Brazil, considering the three spheres of the government, and that go against the hegemonic cultural policy oriented by the market, typical of the 90 s, through fiscal inducements. As a paradigmatic example of these public policies, this research analyzes the Programa para Valorização de Iniciativas Culturais VAI, created in 2003 in the city of São Paulo. It s a program focused on people interested on developing cultural projects, especially young ones, between the ages of 18 and 29 years old, underprivileged and residents of peripheral regions of the city. The thesis seeks investigating in a critic manner the process of creation, institutionalization and working dynamic of this municipal program, revealing important elements about the relationship between State and Culture and the possibilities and objective limits of this cultural action. The research also involves ethnographic exploration of the experience revealed by the groups benefited by the program, from where values and worldviews point to a transforming perspective either in the local community where they are or in the society in general, aspects that may contribute to strengthen the fragile Brazilian democracy |
