Resumo: This piece of work describes teachers doing their job in the Brazilian high school system, their educational formation and selection. It shows actions established by the Secretary of Education of the State of São Paulo, and schools ruled by this organization, concerning how to select teachers for high school level, comparing them with selective guides expressed in the LDB and in other state legislation, trying to observe the impacts (or lack of them) caused by laws in ancient practices historically rooted in the Brazilian public school system. The hypothesis governing this investigation shows that there are inconsistencies and incoherences in their establishment as regards the executive sphere of our educational system, which favour the rising of conservative forces, crystallized as old practices to solve school problems daily. State high schools in Santos (SP) were the object of this research done in 2005. From the nformation gathered through documentary analysis and answers given by teachers, and also through semi-structured interviews, a professional profile of teachers was devised, comparing it with the system exigencies, identifying actions ruling their selection and showing their manifestation regarding some impact over the non-development of educators. The studies on school culture and bureaucracy by Gimeno Sacristán, Pérez Gómez, Julia, Viñao Frago and Weber, among others, were theoretical sources for the critical analysis of the gathered data. Mitigation, disorganization and constancy were important keys for this work
