Resumo: This thesis consists of an investigative process which objective is to analyze the revitalization process of Nova Luz project in Sao Paulo, from the perspective of different collective subjects and politicians involved in it. The Nova Luz Project is inserted in a context of changes in Sao Paulo, arising from the need for reurbanization of areas in order to expand housing, especially, with redevelopment of the central region. These reurbanization processes, in many places, are accompanied by measures resulting in expulsion of resident population of the region, known as gentrification. Hypothesized that Nova Luz Project privileges the overlap of market economy in the process of cleaning the downtown area of Sao Paulo, against the law principles to the city and the proposal of public policies with popular participation inherent to the democratic process established by the Constitution of 1988. Qualitative approach was used in the research, through the bibliographic and documental gathering. For the field survey, were defined as subjects the main leadership of the collective subjects and politicians present and active at the discussion process of Nova Luz project, namely, Associação de Moradores da Santa Ifigênia e Luz, Associação dos Comerciantes da Santa Ifigênia, Movimento Estadual da População em Situação de Rua and União dos Movimentos de Moradia.For the selection of this sample was used the snowball sampling technique. From analysis of the testimonies of the interviewees it was identified that Nova Luz project has characteristics of a renovation project with gentrification, and the mechanisms of popular participation foreseen in the Constitution of 1988 and in the Statute of the City, are not respected by the Government as decision spaces shared with civil society
