Estímulo, acesso, permanência e conclusão no ensino superior de alunos bolsistas do Programa Universidade para Todos (PROUNI): contribuições para o enfrentamento do processo de inserção

Resumo: This study aims at identifying personal, institutional and public policies actions that contribute or have contributed to the motivation, access, inclusion, retention and completion of university course by the grantees assisted by Prouni project (Programa Universidade para Todos University for All People). To accomplish this purpose, this paper gives priority to the voices of 9 student-workers attending the night course of Education from 3 universities located in the state of Minas Gerais, classified by the Brazilian Ministry of Education (MEC) as University (one) and University Centers (two). The research, featuring a qualitative character, is linked to the research line of Public Policies and Curriculum and Educational Reform of the Post-Graduation Program: Education: Curriculum from Pontifícia Universidade Católica de São Paulo (PUC-SP). Prouni, considered as a focused policy, provides context to the political scenario that contributes to the access of the student coming from low-income population to Higher Education. This study finds reference to theorists such as Freire (1983), whereby the inclusion is not a mere concept, especially when related to the context of the engagement of human being in understanding their reality; and Gramsci (1979), this, considering that the human being can influence the events, because the historical development is not predetermined. The research developed is based on documentary and bibliographical analysis and field data collection through the Internet and semi structured interview. Despite improving the access of lowincome population to higher education, Prouni is not still enough, requiring the adoption of actions from public policies and institutions of higher education that, in fact, motivate the permanence, inclusion and completion of the course by the grantee. It was also found out that the possibility of the course completion is focused, currently, in the personal effort of the student
