Resumo: This mastership degree essay has as its subject to study rhe People's Central Movements, created in 1993, as a collective subject, within its particular of joint worker from the social movement of people. By concluding that one of most notorious justifications to create CMP were always to surpass the fragmentation of the social movement of people and thus organizing them into a people's central movements, we had as a purpose to investigate and analyse what is the sense, given the joint work performed by its founders and management. Plus, if there is some recognition of CMP as a joint worker of people's social movements, all along the core of the struggle for public policies with people's participation. Study of the object has been performed by qualitative survey. To begin with, to build a theoretical reference, regarding the concepts of the social movements, people's participation, public policies, as well as particulars of the joint work performed by agencies og people1s social movements, it has been made a bibliographical survey in the areas of Sociology, Policy Science, History and Social Working. Yet, it has been made a document survey in the files of CMP and on Internet websites. So as to get closer with the research subjects, as an instrument for data collection a half-structured research, with open questions has been used, from a scenario. Participants' notes have been an integral part of all the process of investigation. Survey has shown that the founders and management of CMP do recognize the organization as a joint work of the people's movement, and the core of the struggle, which passed through changes, has not yet been completely incorporated. Remains of the past core resist -- a struggle for urban reform and for citizenship -- possibly due to the fact that CMP has its base formed especially for residence movements, then occurring from this matter the difficulties from consolidating the core of the struggle of public policies with people participation
