This dissertation aimed to explore the patrimonialist and conservative structure of the political dynamics of Brazilian soccer circumscribed in the CPI do Futebol in 2015, an investigation held by the Brazilian Senate following FBI’s Fifagate. Based on a bibliographic review of political history, the economic political situation and legislation, the problems that govern soccer in Brazil were contextualized. Entering the discussions of the CPI do Futebol, it was evaluated how the discussions and the results of the investigation took place, focusing on the parliamentary dynamics and the interests of the football establishment – the Confederação Brasileira de Futebol (CBF), the state federations of soccer and the elite clubs. In unraveling the investigation's documents, the relationship and parliamentary maneuvers were demonstrated, in order to guarantee the interests of the dominant group. It is concluded that the political structure of Brazilian soccer is patrimonial and conservative and allows the sport to be organized in an ambiguous amateur-professional way, privileging private interests |
