Resumo: The main theme of the present dissertation is the development generated by the tourism action in Ilhéus (Bahia - Brazil). Its main objective is the analysis of the ideology institutional discourse and the myth non-institutional discourse of the development associated to the tourism in the city of Ilhéus. At first, the study discusses the idea of progress, linking the main cornerstones of a conception that considers the progress a synonym to the development of economy kind , a process which expresses the search for the constant increase of production, rationality and updating process. At the same way, it questions the current ideas of tourism, to later points out the concept of development of economy kind is incorporated to the governmental and market discourse, which defines the tourism as a mean to reach it. In a second thought, this study analysis how Ilhéus may turn into a prospect tourist area, and examines, from the presentation of several state and municipal policies to increase the tourism, its current socioeconomic situation. The emphasis is on the way the production and competition increase, intended by the city of Ilhéus, has brought a wealthy/poverty scenario. This, in contrast, has maintained the city between a past in which the cocoa production could not reach their ideals and a future in which the ideal of tourism growth will lead to progress. After that, the features of the work generated by means of accommodation in Ilhéus and the reports on the workers experiences in local tourism are analyzed, aiming to understand the main reason used to show the development generated by tourism. These analyses in conjunction will allow the demonstration of development in Ilhéus, which is strictly reduced to the ideology and the myth of development, leading the city to believe in a promising future and hiding the perception of intrinsic contradictions to the increase of the activity
