Resumo: This study deals with the work of the professional social worker in the scope of social control carried out along with the social policies in institutional places of local Councils. The practice of social control goes beyond the places called Municipal Councils of Social Assistance; however the field of study was delimited to the councils operating in the cities of Cabo Frio, Campos dos Goytacazes and Itaperuna, located in the state of Rio de Janeiro. This study restates that the presence of the social worker in this place allows us to see a building place of ethic-political professional project that affirms mass democracy within the profession as well as the commitment to the democratization of social assistance policy. It was found that the social worker expresses a differentiated and qualified presence in a management council of public policy. Supported by Alice of Lewis Carroll as a metaphor, the study aims to see "Through the Looking Glass" and identifies initiatives that are being implemented by social workers to affirm the ethic-political professional project within the Municipal Councils of Social Assistance. The study also addresses the responsibility of forming units and representing bodies of the category in creating conditions that enable the professional action of social worker committed with the democratization of social assistance policy. It concludes that the existence of the Municipal Councils of Social Assistance is not enough, and nor even the occupation and / or the guarantee of the presence of social workers inside of it. If the professional is not prepared to understand and answer why he/she is there
