O parlamento paulista e a questão educacional: uma análise dos discursos de Chiquinha Rodrigues (1935-1937)

Resumo: The discussion about the educational matters joined at the Paulista Legislature between 1935 and 1937 are the main theme of this essay. The only Paulista legislature of the 30s, abruptly interrupted with the enactment of the authoritarian state in the end of 1937. In a peculiar context, Vargas post rise, the eclosion of an armed movement in São Paulo in1932, the spring up of new political parties and the working up of a new Constitution the first one to contain a chapter dedicated to social issues - , the Paulista Legislature which started in 1935 treated education and correlative themes in a relevant manner, above all as a way of São Paulo getting back its leading role in the nation. The analysis of Educational Projects in discussion at the Parliament are based on Chartier s concepts of representation and discourse analysis as proposed by Foucault. It is also turned to account Sirinelli s concepts of development in order to analyze the main character: Chiquinha Rodrigues. Starting from the reading of the Chronicles, it shows the oppositions joined in the Parliament: the dispute of priority between primary education or higher education; the issue of rural education, among others. It is taken into prior consideration the analysis of educational projects defended by Chiquinha Rodrigues, an expert in education, who started in the parliamentary political activity, in a House composed mostly by men who were experienced in political strategies. The defense of a specific school for rural men, enabling them to work and to the rational use of means avaliable in the country; the issue of foreigners seen as a threat to the country unless they are naturalized by school; training teachers to work in rural education are the topics proposed by the deputy in order to fill in the gaps present in the educational legislation. It is also analyzed how Hygiene and Health are tied to these projects, being suitable as strategies to the bulding up of a consensus field
