This present study conducts an examination of the transformations within Public Administration that transpired during the initial half of the 19th century with the explicit aim of discerning how the framework governing public service provision responded to political, economic, diplomatic, and institutional circumstances. The central objective of this inquiry is to undertake a rigorous analysis of the historical underpinnings that substantiate the tenets of the managerialist paradigm, whose proponents, to a significant extent, have been actively engaged in reformist endeavors since the year 1995. The exercise of scrutinizing with heightened meticulousness the events that punctuated the historical landscape between the years 1808 and 1850 reveals that many of the purported ’administrative irregularities’ ascribed by managerialists to the political, administrative, economic, and societal contexts witnessed from the era of the First Republic until the 1990s of the 20th century are, in truth, vestiges (or nuances) emanating from occurrences such as, for instance, the transposition of the Portuguese royal court to the colony in the year 1808. It was during this juncture that the blueprint of colonial society, encompassing power dynamics and the prevailing model of economic accumulation, exhibited conspicuous disparities from the circumstances observed in the closing decade of the 19th century. This work is dedicated to elucidating and substantiating how certain idiosyncrasies that have left their mark on the visage of Brazilian Public Administration were, indeed, instigated. It is our aspiration that this endeavor may contribute meaningfully to a more cohesive analysis of the imperatives pertaining to the reform and modernization of public administration. |
