Resumo: The Open Social-Educational Measures (MSE-MA) for adolescents who are accused of committing an infraction, as determined by SINASE, are the responsibility of the municipality. Although the aforementioned law does not mention the Unified Social Assistance System (SUAS), the execution of these services is carried out in the Social Protection Service for Adolescents Fulfilling the Social-Educative Measure of Assisted Freedom (LA) and Provision of Services to the Community (PSC), in the CREAS units, according to the National Typification of Social-Assistance Services (2014). The objective of the socioeducational measure is: "the adolescent's accountability regarding the harmful consequences of the infractional act, the adolescent's social integration, the guarantee of his/her individual and social rights, and the disapproval of the infractional conduct". (Art. 2 of SINASE - BRASIL, 2012). In this dissertation, we sought to know how the service of open socialeducational measure is carried out in the western sub-region of the Metropolitan Region of São Paulo. The first part of the dissertation is a historical and contemporary overview of the policies of care for adolescents who are accused of committing an infraction. The second part is about the administrative division of the State of São Paulo, the historical background of the cities in the western sub-region of RMSP, data from the CENSO SUAS and interviews with workers in these services. We conclude that the MSE-MA services still suffer from prejudice and social stigma in dealing with adolescents and young people involved in crime, and social protection will only be assured with the development of intersectoral actions that aim to overcome the minor character in the policies of care
