O quefazer do poder público municipal na Amazônia: os caminhos da política educacional em Abaetetuba-PA

Resumo: To build and to implement a Public Educational Policy based on a democratized Local Power is a conflictual task, complex which requires strong public investment, political wish, technically and politically qualified people to achieve it because governments usually are surrounded by political, juridical and ideological boundaries that block proposals and delay democratization advance inside the State. In this sense, in Abaetetuba, Pará state, the Local Government between 2004 and 2008 challenged itself to rebuild the basis of public administration and give a new sense to municipal education. For that, some presupposes were adopted: democratization, decentralization, participation and social control, to give rise to engagement and strengthener of civil society sections and entities and development of a critical and citizenship perception, necessary requirements to start modifications in political institutions and strengthen the fight for democratization of social and power relations. The main goal of this essay is to analyze the degree in which the educational policy put into practice in the dynamic context of Abaetetuba city made it possible the uprising of a new public, democratic and participative culture, so important to build up Local Power and new directions to local government. The working methodology in this case study consisted in actively observing the Secretary of education and Municipal Secretary of education technicians; keeping a diary in which I have written down the most important points during this course; analyzing the most important documents written during that period and 15 interviews with different subjects to capture the most internal perspective of the managers of the Secretary of education and the most external view of those outside the administrative organ. The result of this essay lies in the recomposition of governmental policy tissues, connected to the walked paths by the municipal educational, its limits, contradictions and obstacles. As a conclusion, it is pointed out the concrete possibility to achieve a democratic educational policy, however, it needs time, patience, financial support, technical and political capability; humane and theorical potential, to keep it up and make it practical
