Resumo: This monography is the study of the relationships of the administrators of the Labor Union of the Teachers of the Official Education of the State of São Paulo (APEOESP) with the workers of the Education sector, in the period from 1978 to 1987. The denomination of administrators is just to them. Even though they stand against capitalism and on behalf of the workers, when they took the leadership of the Labor Union, there were broken out several schemes or plots in order to maintain the command, through the control of the actions and the paths that were ran through in the struggles of the teachers, obstructing the autonomy of the education workers. In the end of the years nineteen seventies, the metalurgical workers of ABC (which are industrial towns in the Greater São Paulo area), the workers of the City of São Paulo, followed by the teachers undertook a strike outside of the labor unions. In 1978, a strike broke out in the City of São Paulo (which is the state capital), which spread to almost all the schools in the state. There were claims for better wages. The teachers were contrary to the administrators, who in their turn performed an ambiguous leadership: standing themselves on the teachers side, so they would not lose the support of the teachers, and standing at the same time on the government s side, devising the end of the strike. In this way they represented the organized labor (unionism; syndicalism) of the military government period. From 1981 onward, a group of teachers that was at the head of the category, and denominated itself as vanguard of the struggles, arrived at the direction of the APEOESP, attempting to take the proletarian awareness to the teachers, who were considered as petitbourgeois by the vanguard. They deepened the changes that were begun by the previous administration. Supporting themselves in the practices of the new syndicalism which were shaped during the strikes of 1978, in the ABC-paulista area. There was established the election by secret vote to all functions and duties of the body; there were roused the congresses as the highest instance of deliberation; they ended with the commissions, establishing the School Representatives (RE) and the Council of Representatives (CR) and centralizing all the deliberations of the education workers in the Power instances of the APEOESP. However, the APEOESP administrators did not limit the actions of the teachers, for the guiding directions taken in the general assembly were evaluated in the school units, according to the interests of the education workers. When the teachers answer was no to the deliberations, the administrators denominated the teachers as ingenuous, pro-Maluf (a right-wing politician of the state), and even as reactionaries
