Resumo: This dissertation was concerned with the involvement of civil society in the Municipal Councils for the Rights of Children and Adolescents. The theoretical and methodology perspective adopted was anchored in critical social theory and the main theoretical reference was to the Italian Marxist Antonio Gramsci. The central aim of this thesis was to provide a contribution to this debate by seeking to understand the structural limits of performance and potential of civil society in the Municipal Councils for the Rights of Children and Adolescents. Understanding whether these spaces are important as an opportunity to fight for the construction of a new hegemony. Collate what was envisioned when drafting the statute and what has been done, from a perspective of civil society, because this was the protagonist of the struggle for this advanced legislation. The study conducted bibliographic research on the issues in question, as well as interviews with activists who were experts in drafting the Statute of Children and Adolescents and municipal councilors of the rights of children and adolescents and also the product of a continuing education offered to 12 Councils Rights of Children and Adolescents of the host cities of the FIFA World Cup 2014. The study concluded that the basis of analysis of the Councils have to consider its institutional and societal anchoring, ie, what place they occupy in the councils of the state structure and how they relate to society in general
