A governança climática no estado de São Paulo: a implantação de políticas públicas locais de uma agenda global

Resumo: The aim of this paper is to analyze the climate policy of the State of São Paulo, its process of formulation and implementation, and based on a diagnostic reflection, to present a gathering of propositions and alternatives for governance, aiming the continuity and perennity of the climate action at the state level. For this purpose, the study is based on theoretical references on concepts related to multilevel governance, highlighting the importance of the role of the subnational governments in global climate governance. A study was conducted on the insertion of this agenda in the state of São Paulo, with a historical rescue of state participation in the evolution of Brazilian environmental policy, followed by a detailed analysis of the discussions and actors involved in the formulation of the law that established the State Climate Change Policy. By means of interviews with important actors of the state public administration, it was possible to establish a framework about how its background of implementation occurred in the various subsequent periods, culminating in the current moment of revitalization of the policy, with the presentation of a new Climate Action Plan. From the analysis of the elements raised, proposals will be presented to contribute to this new phase of governance for state climate action
