This research aimed to study the relationships and outcomes of the partnerships formed to accomplish two digital inclusion programs in the city of São Paulo, Telecenters, funded by government and community centers for digital inclusion created by the NGO Committee of Democracy of computer manipulation (CDI), pioneers in digital inclusion policy in the country. The Government and NGO are partnering with small social organizations to carry out the program, located generally in the poorest neighborhoods of the city, which will give the policy of digital inclusion a also a sense of social inclusion. In the study we turn our attention to the daily situations lived by the actors involved in the experience of making digital inclusion, considering both informal and formal arrangements shown through the practice and partnerships. With the support found in literature-oriented studies of daily tasks (Certeau), for communication as a form of political resistance (Martin-Barbero and Downing), for researches that have as a reference the social movements and social demands as current challenges of modern democracy (Santos and BOBBIO) and for studies of access to new technologies of information and communication. By contrasting the guidelines of the Program and wishes of policy makers of digital inclusion with the daily practices of managers implementing the program and the users' attention, we realize that there is a gap between what was thought through and what was actually done. However, in seeking to carry out the planned goals, the actors involved and users build forms of inclusion, giving meaningful answers to how the public policy of digital inclusion is treated in our country |
