Resumo: This work is a research report about the functioning of the Collegiate of Integration of a Unified Educational Center (CEU), located in the city of São Paulo. It was analyzed the minutes of the meetings of the collegial body between 2008 and 2016 and the Standard Regiments of 2004, 2006 and 2016, seeking to problematize the concepts of democratic administration in light of the Critical Theory of Society. Since, in the advanced industrial capitalism, there is a tendency of the closing of the political universe, imposed by the technical-scientific rationality, according to Herbert Marcuse, it looked for the neutralized possibilities that could propitiate the effective of the deliberative democracy, that could be proportion to the individuals of community of CEU experiences of unreified participation. Objectively, the survey was carried out of the contents and topics deal in the collegial body. The research aimed at: the dynamics of the internal functioning of the meetings; the Conduction of the works and proposals presented; the institutional relations between the Educational Units of the Educational Block and a CEU Management team; besides of the institutional relations between the CEU and Municipal Secretaries. In this way, it was possible to observe the participation and the directive process carried out by the members of the Integration Collegial body. The data are pointed out, in spite of verifying the tendency that blocks the development of democracy in educational spaces and in society, it can observe ways of working, by the part of the manager of the research unit, more in tune with the directors of the educational units that make up the CEU . In this direction, the manager was able to give up some formal burocratic elements
