Resumo: The objective of this dissertation is to discuss the trajectory of "Corpo de Bombeiros de São Paulo" (Firefighter's Department in São Paulo) between 1970-1995, focusing mainly on its activity in the city of São Paulo as much as the public policy performed to modernize this type of service. The search for improvement in the firefighter's work in São Paulo had a meaningful moment after the big fires that took place in the buildings of the capital city during the 70s. There was also a diversification of the activities of the institution so that it would go beyond combating fire. Services such as rescuing, saving, pre hospital care and many others also became part of the Firefighter's Department. This transformation that the Firefighter's Department faced is articuled to other issues such as the structure of public safety and civil defense in Brasil, the search to modernize the public institutions in the public safety field, technologic dependency and the widening of public services. All these issues are present in this dissertation
