O estudo do papel potencializador da educação a distância na democratização do acesso à educação superior no Brasil

Resumo: The need to democratize access to higher education is the result of several factors making up the issues relating to the challenges of higher education in front of the twenty-first century knowledge society. The hypothesis was that distance education, thanks to the constant development and cheapening of information and communication technologies (ICTs), could play a potentiating role for the democratization of access to higher educaction (initial and continuing) in Brazil in the short to medium term. To validate this hypothesis, we first analyzed the guidelines of conferences and forums for international and national higher education (CMES 1998 and 2009, CRES FNES 2008 and 2009), showing that the distance education and ICTs are constantly pointed out between the main alternatives that can and should be explored to facilitate the expansion of ES. Then, it was noted through the results of Educacenso 2008 that the higher education is growing in Brazil, but at a pace sufficient to meet the growing demand. The next step was to introduce the current situation of distance education in Brazil, analyzing the initiatives of public and private sectors in this area, focusing on higher education, as well as the benchmarks of quality in distance education to MEC. Finally we investigated the role of ICTs for distance education, addressing the current situation in Brazil, the issue of digital inclusion, and major programs underway, especially the National Broadband Plan and Digital TV, and future prospects. What one might conclude that the distance education is currently part of international guidelines, regional and national higher education, higher education Brazilian public policy and digital inclusion. In addition, there are already several positive results of its application in Brazil, resulting from public and private initiatives. This whole situation, coupled with the future prospects of ICTs, made clear that distance education can, in fact, enhance the democratization of access to higher education (initial and continuing) in Brazil already in the short and medium term, helping to empower a knowledge society open and inclusive character
