This study was guided by the the Popular Culture in the state of Minas Gerais, more accurately the Festa dos Santos Reis in São Sebastião do Paraíso and it was contextualized the festivity as an immaterial cultural asset in the city and proposed its legal protection through the "Registry", based on the Federal Constitution of 1988 that introduced the immaterial nature goods as Cultural Heritage mode. The study included a time frame from 2001 to 2015, because the Festa dos Santos Reis had a break between 1999 and 2000, returning the following year and remained to the present day. Because this research appreciates the common historical subjects, bibliographic sources are scarce, and to overcome those gaps we used the method of Oral History. Due to the importance of the Party which holds the community we analyzed the legislation which provides the legal protection of this popular culture, and the mechanisms used by the State to protect its cultural property, such as the Normative Resolution 02/2015 of Conep (State Council of Cultural Heritage) governing the apportionment of ICMS-Cultural Heritage throughout the state of Minas Gerais. This dissertation proposes to "Register", at the municipal level, the Festa dos Santos Reis of São Sebastião do Paraíso, as an Intangible Cultural Heritage, along with the Safeguard Plan and its registration in the Celebrations Register Book |
