This dissertation presents research results on the relation between the Bolsa Família Program Grant and the services based on the National Social Assistance Policy. In order to contextualize the object of study and establish the historical, theoretical, conceptual and legal basis, the SUAS - Unified System of Social Assistance and Social Security, the Programs of income transfer regarding strategies against poverty, the Bolsa Família program and the PAIF - Full Assistance Service to families were approached. The data, collected through empirical research, made possible to characterize the management of social assistance in the mentioned city; to identify the main problems related to the relation between grant and social assistance services; put into question the conditionality of the Bolsa Familia Program; and to identify the material conditions under which social assistance actions are carried out, especially concerning the families which benefits from the Bolsa Família Program. The research was accomplished according to the perspective of universalizing the access to social rights and the guarantee of income, combined with broader strategies used to fight social inequality. This research highlighted that it is important not to separate the grant and the provision of services, since both together can help to shape a system of social security aiming at a new form of society
