Resumo: This Master s dissertation presents a study on the process of implementation and implantation of the CRAS Centre of Reference of Social Assistance, in the city of São José dos Campos. Its objective was to analyse the difficulties and possibilities that emerged in the referred process. This study emphasized the relevance of the implantation of the CRAS in the process of consolidation of the Social Assistance in Brazil especially on the basic social protection according to the norms of PNAS (2004) and NOB/SUAS (2005). This work gave us the opportunity of learning the PNAS s history that doesn t emerge suddenly, but as a result of questions from political, economical and social state of affairs of the world, having repercussions in the country and the way the Brazilian social questions have been treated by the policy of social protection. It still favoured, more specifically, a careful investigation in relation to our object of study, which was the implementation and implantation of the basic social protection, identified as CRAS. The research permitted learning that the CRAS who are in the process of implantation counts, in the context of their own functions with allowances for improvements and possibilities. In the study of the case performed in the CRAS Eugenio de Melo were identified limits and advances in the function of that CRAS specifically, approximations and distances between its actions and the directives foreseen in the policy. Some of these limits are: inadequate space, nonperformance of the vigilance function, lack of investments foreseen in the pact of consolidation of the SUAS
