A avaliação na educação superior: a contribuição da CAPES para o aprimoramento dos programas de pós-graduação stricto sensu de administração

Resumo: This study's purpose was to investigate wich is the contribution ofthe CAPES'S Triennal Evaluation of Stricto Sensu Post Graduation Program to the improvement of the Programs of Post Graduation in the Business Area between 1998-2006. The research's qualitative side contempled documental analysis, interviews and questionnaires. The Research's universe consists in the Stricto Senso's Business School Post Graduation Programs that made part of three Triennal Evaluation Circles that took place in 2001,2004 and 2007. A selected sample containing five programs - four of wich were Master's/PhD's and one that was about academic masters. Those programs had their scores improved in this period. From the analysis of quantitative and qualitative data about the programs' score; the presence of the inquiries and itens that composed the scores and the recomendations of the comissions of evaluation it was possible to get to the conclusion that CAPES'S Triennal Valutaion had contributed in part to the improvement of the programs 0[1998-,2003's sample. The data show that the inquires contributed in a different way to the composition of the programs's score with the development of the participation of the category faculty and intelectual production jeopardizing the category students, theses and dissertations. In the same period, there was still a concentration among the very good category on itens's evaluation. Nevertheless, the same recommendations couldn't be applied on the rest of the period, because there was a change in the inquiries and itens valuated, as well as their magnitude. The recomendations of the evaluation comissions provided a judicious opinion to the I program about it's strong and the week points and a a reference about the stage of the development. From this recomendations it was possible to realize that on the period in study (1998-2006) there was a lack of certainty on the allocation of concepts to the itens, wich caused different procedures on the evauation of the programs, and that could result in distorcions in the scores. Still, it became clear that many times the comments just reproduced the text of the valuated item to justify the concept that was given,not providing much of a judicious opinion about the strong and the week points of the program and it's development stage
