Resumo: This research deals with the international cooperation for the Guarani Aquifer System, intendind to look for elements that indicate the possible formation of an international regime for its management. International regimes are institutions with explicit rules, agreed between the States, directed at a specific thematic area. It was searched to know, in the case of the Guarani Aquifer System, if it had the existence of a delimited thematic area, evidences of formal rules and convergence of expectations of the involved State actors, especially through the ‘Environmental Protection and Sustainable Development of the Guarani Aquifer System Project’. In course since year 2000, this Project involves Argentina, Brazil, Paraguay and Uruguay through the financing of GEF and execution of OEA, having as nucleus the elaboration of a framework for managing the aquifer, including legal, institutional and technical aspects, to be available to the countries at the end of its execution. The reached results allow to infer that it is in a phase of formation of the agenda of an international regime for Guarani Aquifer, phase in which it had already the emergency of the subject but it still is not a priority item of the regional agenda at the point of the expectations converge to the choice of institutions for its management.
