Resumo: When we reflect upon boys and girls on a street situation, we can observe a recursive dimension of operative circularity of the phenomenon: “street-situation/removal-from-thestreet/ return-to-street-situation”. Throughout our research we have tried and realized a reflexive effort on the possibility of applicability of Niklas Luhmann’s systemic theory regarding social politics currently implemented in Porto Alegre. This is an exploratory study guided by a qualitative approach of social politics that deals with the phenomenon of “streetalization”. We have tried to identify and bring to surface the main aspects of development of science through a theoretical-epistemological revision. The present work can be seen as a methodological and heuristic proposition for the analysis and exam of social politics. One of our main findings was the linearity of social projects regarding their methodological proposal. The return of boys and girls to the streets would be one problem of the lack of a theoretical approach that could contemplate the phenomenon of “streetalization” in its complexity. Our essay on the key concepts of Luhmann’s systemic theory allowed us to contribute to the observation of the phenomenon of “streetalization” through more complex elements. Departing from a reflexive effort, it was possible to delineate as ideal type for social politics with the purpose of developing more efficient politics for social intervention to treat the phenomenon of “streetalization”.
