Resumo:	This research aims to contribute to deepen the knowledge of the Government Leonel Brizola in Rio Grande do Sul, from 1959 to 1963, considering local and global, comprehensive manner. Search view management as a whole and at the forefront of people's governments of the period, based on the understanding that this government pursued the national developmentalism-reformer, until episode of legality, August / September 1961. After which assumed a position radical, we call national developmentalism-popular-revolutionary. What, potentially, represented the last Brazilian revolution.
