Resumo:	This dissertation aims at analysing how the Educational Laws between the 1960´s and the 1970´s were influenced by the practices and applicabilities of the reform in the Primary Education in 1958, concerning the integration of the differences in regular public schools in Porto Alegre. Therefore, the context of the creation and the promulgation of the legislations analysed, as well as the paradigms and habits from which resulted their applicabilities were considered.
