Resumo:	This paper analyses the change of Porto Alegre Municipal Legislative behavior after Fogaça’s election in 2005. During the Partido dos Trabalhadores (PT) management, the Legislative power presented a different pattern of behavior that it had since then, in 2005 the Legislative power retakes the normality once verified through the intensification of its activities. This return to the Legislative normal pattern behavior can be verified in the national scenery, state and municipal, obviously influenced by the change in the Executive, however, as we will see, many elements can be invoke to completing this statement.
