Resumo: This thesis concerns the shoe manufacture productive expansion and shoe exportations experienced by the city of Novo Hamburgo and Vale dos Sinos region, in the Brazilian state of Rio Grande do Sul, in the historical context of the Brazilian civilian-military dictatorship, more precisely from 1969 to 1979. This work to show the relations between internal and external faces of the country that moment, why there aren‟t works spoken about this integration. In this work still use primary evidences (documents and newspaper), interview and books in general. The general objective consists of analyzing Novo Hamburgo and Vale dos Sinos‟ shoe manufacture in the 70‟s, in the context of continuity of the industrial national policies that encouraged productive expansions and shoe exportation, based on the relations between the local-regional national-global economic scales. The specific objectives are: to contextualize the Brazilian industrial development in the 20th century, from inductory state policies and their continuity; to discuss the political economy relations between the Brazilian economical scales, and the relations of the latter with the international system; to present the conditioning factors of the shoe manufacture expansion in Novo Hamburgo and Vale dos Sinos region, in the local-regional and national global contexts; to present and discuss numerical data of the shoe manufacture expansion and exportation in the construction of a regional potency profile for Brazil. Therefore, the research problems are as follows: 1) what were the relations of the developmentalist policies, in the Brazilian civil-military dictatorship period, with the shoe manufacture expansion and exportation of Novo Hamburgo and Vale dos Sinos?2) in which manner the exportation of shoes produced in the local-regional scale was a result of the interaction between the local-regional-national-global economical scales in this period? The hypothesis tested in this study is based on a set of inter-related Brazilian local-regional-national economical and political interests, which aimed a change of the Brazilian profile in the international system, from the substitution of exportations. The city of Novo Hamburgo, with its political and economical interests, has made the Vale dos Sinos region politically hegemonized and has reproduced the capitalist logic of building a center-periphery dynamics. The city has consolidated itself as an economical and political pole in the region, at the moment of the shoe exportation boom. The shoe production and exportation numbers prove, in Novo Hamburgo and its region, what has become known as the “economical miracle” in Brazil, when the incentives that came from the national scale were incorporated by the local-regional scale. In the production-exportation binomial, 70 percent of the shoes were sold to the USA. So, it is possible to understand that the product contributed with what became known as the substitution of exportations in the Brazilian external commercial agenda.
