Resumo: The globalization process demands constantly more flexibility from the structures of the organizations mainly on matters related to the operational dimensions. Here in Rio Grande do Sul the Network Cooperation Program (Programa Redes de Cooperação) has the finality to foment the regional development through the common actuation between government, university and enterprises networks. Through this way is possible to congregate different capacities of innovation collaborating to the knowledge dissemination, promoting the productive efficiency and stimulating the sustainable development. In this scenario this research presents an evaluation of the Program as a model for the regional development. To do that this document brings up the factors pointed by theory to the practice of the involved actors. Through interviews representatives from the government, universities and cooperation networks are set relevance of social, cultural, political and economic factors on the program implementation. The results have demonstrated that the Network Cooperation Program strongly is aligned with the theory making possible to use it as a model for the regional development. However it is drive to the necessity of enhance the required mechanisms for an improvement of the program.
