Resumo: This dissertation, in line with the concentration area: Justice, Business and Sustainability, and to Line 1 of research: Justice and the Efficiency Paradigm, of the Master's program in Law at Nove de Julho University, aims to analyze normative efficiency under the in the light of obedience and adequacy to the legislative production process in the Executive and Judiciary branches. Compliance with procedural norms legally provided for good legislative technique and compliance with the due legislative legal process. Historical aspects, competences, attributions, the relationship between the three Powers and the legislative process will also be addressed. It is noticed the growing number of actions aimed at controlling abstract constitutionality, aiming at suspending the validity of norms, sometimes this attitude has political motivation. The large volume of judicial inquiries raises doubts as to the efficiency of the forms of prior control of constitutionality that exist throughout the legislative process. The technique in the normative elaboration will be verified in the light of the current normative set, especially, the Complementary Law n.95 / 98, the internal regulations of the Legislative Houses and other procedural norms. The resources that those legitimated to legislate will have to produce laws will also be analyzed, such as, for example, legal consultants and legal advisors. The provisional measure, its process of conversion into law and the presentation of an amendment without thematic relevance to the object, popularly known as Jabutis, will be studied. The work will be supported by bibliographic analysis, statistical data from official department, applicable legislation and judged on specific cases with relevance to the theme.
