Identificação e mitigação de riscos em projetos de TI: um estudo de caso no setor de telecomunicações no momento de fusão

Resumo: High dependence on technology characterizes companies in the telecommunications industry, reason why the degree of uncertainty in their projects reach critical levels, causing the need to identify and, subsequently, mitigate risks is imperative. This study addresses the following research question: What are the risks identified in the melting period in telecommunications companies in IT projects and how can they be mitigated? The relevance of the study is justified by the fact that, despite the theme of risk be easily found in the literature, the choice for the telecommunications industry greatly restricts scientific contributions, and in the case of the melting period, is virtually nonexistent. In this work, the chosen ontology is intersubjective, with employment of interpretive epistemology in an exploratory case study. The data analysis was made by means of triangulation, considered eleven interviews with people from different managerial and administration positions, document analysis and information media. The results include a list of 25 possible unique risks in IT projects in telecommunications companies in the melting period and suggestions for mitigating these risks encountered. Risks were identified through comparison of the risks raised in interviews and his lack of citations in the risks identified in the literature, the latter being listed through journal articles. The theoretical contribution is the list of risks during the merger of telecommunications companies, which are absent in the academy and it can be used in further researches. The contribution to the practice enables project managers apply the findings identified in its risk management in IT projects that are in a similar environment, due to the possibility of analytical generalization. The suggestions include the use of mitigating agiles methodologies, such as Scrum, as a possible solution to the turnover effects, and loss of volatile environmental officials due to the voluntary resignation plan and other types of dismissal. The use of technical documentation, such as Unified Modeling Language is suggested as a way to reduce the loss of know-how and as a way to record the activities to be performed by the system developers. As last mitigation action the application of specific items and the PMBoK IPMA-NCB in order to reduce the negative impact in projects.
