Resumo: This dissertation investigates social promotional programs developed in partnership of NGOs, community and the government to propitiate social inclusion from digital inclusion. Real possibilities of digital inclusion are a way to social inclusion, this is asked here. The research was made in a school of Guaianases neighborhood in the city of S??o Paulo, where the selected programs for this investigation is developed. Two NGOs ??? Plugados na Educa????o and Comit?? de Democratiza????o da Inform??tica (CDI) were the object of investigation to this empiric dissertation through interviewing their manager/ coordinator and the application of questionnaires for a sample of students. For analysis effect there were two explain matrixes for the practice of digital inclusion developed by the institutions that compose the theoretical reference to support this dissertation: marketing matrix ??? based on arguments and practice where person, competition, separation are detached and the goal of the inclusion activities prepare for job market. The other matrix we call it Citizen ??? it works with construction of collective spaces perspective, social group meetings where people recognize themselves with customary life, purpose, aim and problems. The citizen matrix has as main purpose to contribute to upbringing the subject involved in the digital inclusion programs as a tool to build individual life not only for market labor. This research analyzed, by theoretical reference adopted, pretext formulated and present orientation in government legislation and publication and the NGOs, the sense and ways that inclusion practice made on NGO investigated in an argumentative universe of possible ways to digital inclusion. Main conclusions were: 1 - digital inclusion contributes to social inclusion only when structured on a matrix citizen; 2 - It can permit knowledge appropriation by technical apprehension and use of CIT (communication and information technology) but inclusion is a process and the courses itself cannot guarantee that it occurs because it depends on many facts beside continuity of access to equipment, Internet and others; 3 - When social inclusion is done by digital inclusion it can be a tool of social transformation by searching solution that contributes to local development.
