Resumo: Based on the Theory of Resource-Based View - RBV, and the Theory of Project Management, this study aimed to investigate the general resources and capabilities, and skills in project management in the segment of services of consulting engineering projects. The ability to identify what resources are of value, and its importance in relation to evolutionary dynamics, but also the vision focused on correct balance of resources between the current and developing, and managing these resources organized the company that controls, are the main sources of generating sustainable competitive advantage, from the perspective of the strategic approach of the Resource-Based View RBV (WERNERFELT, 1984; TEECE, PISANO e SHUEN, 1997; BARNEY, 1991; PRAHALAD e HAMEL, 1990). This work has practical relevance, with theoretical application, identifying what are the features and capabilities of value within a company active in the segment of consulting engineering projects largely represented, linking two strands of literature, RBV, and another which Theory is in Project Management. This research is characterized as qualitative, exploratory, and based on single case study, which proposed level of organizational analysis is more precise inventory of resources and expertise. In this study the data collection was conducted through interviews and questionnaires with management and the board of directors PROJECTUS, as well as the examination of data from the media free access. It was possible to identify, Human Resources, Positive Reputation and Quality System, as resources of strategic value from the perspective of the RBV, which are also interwoven in the theory of project management in an inseparable manner, such resources to develop and act synergistically to support studied the culture of the company in project management as a Core Competency.
